Randal R. Perkins
Chairman of the Board
Randal “Randy” Perkins founded AshBritt as a Florida corporation in 1992.
Randy sets the vision for the organization through his leadership of the AshBritt Board of Directors. With 25 years of industry leadership, Randy has in-depth knowledge of the disaster response and recovery process and stakeholders. Randy has completed course work at the University of Central Florida in Business Administration and the University of Miami in Global Business Concepts. He holds seats on the Board of Directors of several national charitable organizations and is very active in state and local charitable endeavors. He sits on the AshBritt Foundation Board.
Chief Executive Officer
Brittany Perkins is the Chief Executive Officer at AshBritt Environmental and a member of the company’s Board of Directors. Brittany oversees the company direction and strategy of AshBritt. She directly manages business partnerships and client relations. After being named CEO in 2016, Brittany oversaw AshBritt’s response operations to the Blue Cut Fire in San Bernardino County, California, the Soberanes Fire in Monterrey County, California, and Hurricane Mathew. AshBritt’s Hurricane Mathew response and recovery operations included 25 jobs over 3 states and the collection of over 5.5 million cubic yards of storm-generated debris. Previously, Brittany managed a law practice in Austin, Texas. She also was a program manager for projects in Washington, DC and Doha, Qatar and held positions as a prosecutor with the Texas and Florida Attorney General’s Offices and in AshBritt’s business development and legal departments. Brittany holds a Juris Doctor from The University of Texas at Austin and Bachelor of Arts in Public Policy from Vanderbilt University. She is bilingual English-Spanish and is a member of the Texas Bar. Brittany is Chair of the AshBritt Foundation, serves on the Board of the 4Girls Foundation, and maintains an active pro bono legal practice.
John W. Noble
Chief Operating Officer
John Noble is an environmental engineer who earned his Master’s degree in Solid and Hazardous Waste Management from the University of Florida. He also is a graduate of the United States Military Academy at West Point, where he earned a Bachelor’s Degree in Civil Engineering-Engineering Management. Over his career, John has managed a long line of environmental construction and mitigation projects. Since joining the AshBritt team in 1994, he has successfully overseen the operations of over fifty mid-to-large-scale disaster response and recovery projects, and he has provided operational oversight for all of AshBritt’s recovery deployments. John is currently a State of Florida Board of Professional Engineers – Engineer Intern (# 1096ET126) and a licensed Certified Pollutant Storage System Contractor (No. PC C056744). He is certified in OSHA’s 40 Hour Hazardous Waste Operations and Emergency Response training, as well as the 8-Hour Annual Refresher course. John is currently a member of the Society of American Military Engineers, the American Society of Civil Engineers and the Florida Petroleum Marketers Association.
Executive Vice President
Jared Moskowitz is Executive Vice President of Business Development and General Counsel of AshBritt, Inc. Mr. Moskowitz is a leader who continually demonstrates the ability to develop, implement, and oversee innovative sales and marketing campaigns. He has strong analytical, communication, presentation, and organizational skills. Consistently successful in building consensus and driving cooperative relationships with staffs, Boards of Directors, government agencies, vendors, and business people. He currently oversees the contracting/procurement department and leads the company’s public policy efforts, including all U.S. federal, state and local government liaison operations. Mr. Moskowitz is the driving force in building and maintaining relationships with all decision makers throughout AshBritt’s current client base and strengthening ties with local community leaders through various outreach programs for the targeted marketing area. Prior to joining AshBritt in 2009 he attended George Washington University, receiving his Bachelor’s degree in political science, and then Shepard Broad Law Center at Nova Southeastern University, receiving his Juris Doctor. He worked as an intern for Vice-President Al Gore, served as an assistant on Joe Lieberman’s 2004 presidential campaign, and in 2008 served as one of Barack Obama’s electors in Florida. While attending law school, Jared was elected to the Parkland City Commission and served as Parkland Vice Mayor from 2006-2008. He was reelected to his second term in November 2010 serving until he resigned to run for the legislature in 2012. While serving as a City Commissioner, Moskowitz supported efforts to make the city more eco-friendly by providing subsidies to households that purchase low-flow toilets and showerheads, energy-efficient air conditioners, and hybrid cars. Most recently in November 2012, Mr. Moskowitz was elected as the State Representative for District 97 and was subsequently reelected in 2014.
Senior Vice President
Rob Ray has over 20 years of Business Development and Customer Service management experience, with specific experience in environmental contracting, foreign relations contracting and safety training management. He currently serves as a Sr. Vice President, managing Client Relations throughout multiple states. Rob first collaborated with AshBritt, as part of a joint venture in 2003, as an Operations Manager for several large scale hazardous fire fuels reduction projects that included high volume Hazardous Tree Removal in San Diego County, San Bernardino County, and Riverside County, California. In 2005, Rob served as both a Senior Project Manager and as the Operations Manager for the USACE Hurricane Katrina State of Mississippi recovery operations, coordinating and assisting in organizing over 1,000 subcontractors for disaster recovery operations in 16 counties. During Rob’s tenure, he has demonstrated outstanding abilities to develop and implement improved policies and procedures, resulting in efficient and productive disaster recovery missions. Rob is instrumental in planning and executing innovative project strategies and is considered an esteemed professional in the disaster recovery industry. Rob has managed more than fifty five disaster recovery projects and continues to surpass client expectations and project goals through his effective management and operational expertise. He also provides Public Assistance training as well as subject matter expertise presentations to clients throughout the Texas and California territories as well as most of AshBritt’s pre-positioned state contracts around the country. Most recently, Rob served as Senior Project Manager in charge of overall project operational management for the City of Augusta after the February 2014 Winter Storm Pax.
Senior Vice President
Ralph Dahlgren is a Senior Vice President with over 20 years of experience in customer service, transportation logistics, operations and property management. Prior to joining AshBritt in 2004, Ralph refined his professional management career by playing a key role as the General Manager overseeing all day to day operations for a 15 acre Disney Resort property in Hilton Head Island, SC. Since joining AshBritt in 2004, Ralph has established a track record as a multi-talented and proactive manager with strong leadership techniques and a proven ability to maintain excellent client relations. He adheres to high ethical standards, embraces new challenges, employs exceptional problem-solving skills and promotes positive team building for improving operational effectiveness before, during and after Disaster Recovery Missions. Ralph has successfully managed the response and recovery efforts in more than 25 federally declared disasters. Some of these projects include Escambia County, Florida following Hurricane Ivan in 2004, in which AshBritt collected and disposed of over 2 million cubic yards of debris. He was also instrumental in managing several concurrent projects in South Florida after Hurricane Wilma in 2005, with total debris quantities exceeding 2 million cubic yards. His most recent contribution was providing strategic direction during the recovery efforts in New Jersey following hurricane Sandy in 2012 and 2013. Ralph has also been a Speaker at the Florida Governor’s Conference and the Chatham County Hurricane Conference in Georgia. Ralph is a graduate of the Florida International University in business administration and he earned an MBA from the University of Florida.
Charles “Dow” Knight
Senior Vice President
Dow Knight is a graduate of the United States Merchant Marine Academy in Kings Point, New York. His maritime and inter-modal experience, both ashore and at sea, provides AshBritt with the logistics and transportation experience necessary to conduct large scale operations for both domestic and international response requirements. For over a decade, AshBritt has applied his expertise toward the management of timely and efficient resource allocations for disaster projects. We have also relied on his management expertise and organizational skills in navigating the complexities of planning and executing large-scale, multifaceted response and recovery projects. Holding a degree in Marine Transportation, Dow also provides operational oversight for all marine services projects, whether disaster-related or through general opportunities. Additionally, he is a Commander in the Navy Reserve assigned to US Southern Command, and in 2010 deployed overseas in support of Operation Enduring Freedom. Dow was recently the Operations Manager for the state of New Jersey for AshBritt’s Hurricane Sandy debris mission. In this capacity, he provided project leadership on all project activities from project personnel and subcontractor management and assignments scheduling, documentation and reporting as well as a host of other duties.
Matt offers more than 15 years of experience in disaster recovery projects, special environmental operations, client development, customer service, and public relations. He is a strategic contributor in numerous efforts that have driven the successful completion of major and high-priority disaster response and recovery initiatives that have substantially impacted the company’s growth. Over the years, Matt has established a reputation as a decisive leader who expertly enhances the capabilities of the organization. He handles new challenges with his inherent ability for innovation and problem-solving. Equipped with an enthusiastic attitude and exceptional people skills, he successfully maintains a myriad of client relationships throughout the southeast US. Matt initially served as an entry-level field supervisor in 2002 and was immediately promoted to project manager to regional manager and later to vice president. Matt’s aggressive and visionary style has significantly enhanced the company’s ability to thrive in a variety of demanding disaster recovery environments. His ever-expanding portfolio of successful projects includes more than 40 Federal Emergency Management Agency (FEMA) disaster recovery projects. His most recent contribution was providing strategic direction as the Senior Project Manager for the recovery efforts in South Carolina from Winter Storm Pax in February 2014.
Public Assistance Liaison
Christopher is a FEMA Debris/Public Assistance specialist who earned his Masters of Public Administration with a specialization in Emergency Management from Florida State University. He is a licensed EMT, Private Pilot, and earned a Bachelor’s Degree in Political Science, and minors in Emergency Management and Urban Regional Planning at Florida State University. Christopher has tenure working for the Florida Division of Emergency Management (FDEM) Mitigation Bureau, where he assisted in the formulation of mitigation plans as well as doing research for the Governors’ South Atlantic Alliance on Private Public Partnerships for short-term economic recovery. After some time in the Mitigation Bureau, he entered into the Recovery Bureau assisting Florida sub-grantees with the FEMA Public Assistance program. Christopher was an instructor for the FEMA G202 Debris Management course, assisted in formulating debris related appeals for FDEM sub-grantees, reviewed and submitted Debris Management Plans for the PA Alternative Procedures Pilot Program under the Sandy Recovery Improvement Act, was a Public Assistance Coordinator under FDEM for the FEMA Fire Management Assistance Grant Program (FMAG), as well as reviewed Florida county, city, municipality, and special jurisdictions contracts and RFP’s for FEMA and CFR compliance. Christopher has completed over 25 FEMA training courses related to the FEMA Public Assistance, Individual Assistance, and Emergency Management recovery programs. He has received his FEMA Professional Development Series certificate and completed courses towards the Advanced Professional Series certificate. Since joining AshBritt he has assisted our communities in maximizing their federal cost share during declared disasters as well as reinforcing FEMA policies to ensure they retain maximum federal grant dollars without de-obligation.
